Under the NHR initiative, a participating creditor agrees not to sell or collect but may buy a debt relating to a listed consumer subject to the Right of Challenge.

A Right of Challenge means the discretion a participating creditor has to provide information to the NHR from their records or other sources which may suggest that a consumer does not meet the Eligibility Criteria for being included on the NHR and to seek a review of such listing.
